Notice on Airline Boarding Requirement for Certificate of Negative Result of Nucleic Acid Tests for Covid-19

In accordance with the announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs dated 20 July 2020 and relevant regulations, all foreign travelers who are to fly from India to China will be required to take a nucleic acid test for COVID-19 and apply for certified Health Declaration Form. The following procedures are for your reference:

1.Starting from 0:00, 14 September 2020, passengers who are to fly to China from India by regular flights, directly or indirectly, will be required to take a nucleic acid test for COVID-19 within 72 hours (3 days) before boarding. At this stage, the Chinese Embassy or Consulates In India do not designate specific institutions to carry out the test. Passengers can choose any hospital or lab which is listed in the website of the Indian Council of Medical Research (hereinafter referred to as ICMR) to take the test.

2.The passengers shall file application with the Chinese Embassy or Consulates nearest to their location, fill in and sign the Health Declaration Form (please see the Appendix) and are required to send a scanned copy of the signed Form, together with the Nucleic Acid Test Certificate (with negative result), and a photocopy of the bio-page of the passport to one of the e-mail boxes of the Chinese Embassy or Consulates. Please be kindly reminded that repeated application or submission of application to multiple e-mail boxes will run the risk of getting blacklisted by the e-mail system and thus rejected.

To speed up the process, please use "HS+Passenger name+Date of Departure(YYYY/MM/DD)+Cell Phone Number" as subject line of your email, e.g. "HS+Amit Kumar+20200914+91-12345 67890".

3. Certified Health Declaration Form( with the official seal of the Chinese Embassy or Consulate in Mumbai or Kolkata) with a validity period of 72 hours (3 days) starting from the date of issue of the Nucleic Acid Test Certificate (with negative result) shall be issued by the Chinese Embassy or Consulates and sent back to the passengers by email. Please be noted that it shall take at least 1 working day for verification.

4. Passengers shall be required to present the print-out certified Health Declaration Form within the validity period during check-in or before boarding the flight and cooperate with airlines staff during the inspection. Please be noted that passengers with expired Health Declaration Form will not be allowed to board the plane and will be required to take nucleic acid tests and apply for the Health Declaration Form again.

5. Passengers are advised to bring the Nucleic Acid Test Certificates (with negative result) to the airport in case of the need for further inspection.

6.For passengers departing from India and ultimately bound for China who transfer via other countries, the above-mentioned procedures for checking their Health Declaration Forms should also be followed. Otherwise, they may not be allowed to board the connecting flight.

7.It is requested that passengers inbound China from any airports in India shall follow relative laws and regulations and provide genuine and effective Nucleic Acid Test Certificates. Those who provide fake certificates shall take legal responsibility accordingly.

8.Please also be noted that a certified Health Declaration Form is not a prerequisite for a Chinese visa, and vice versa.

9.For irregular commercial flights, charter flights or special flights from India to China, double nucleic acid tests of Covid-19, in the labs authorized by the ICMR, the first within 120 hours(5 days) before boarding and the second within 36 hours before boarding. Only the negative report of the first nucleic acid test shall be sent together with personally signed Health Declaration Form through the following e-mail addresses to the Chinese Embassy or Consulates for verification and stamping. The passengers shall file application with the Chinese Embassy or Consulates nearest to their location.

The negative report of the second nucleic acid test within 36 hours before boarding to China needn’t be sent to the Embassy or Consulates, and can be printed out together with the first negative report as well as the stamped Health Declaration Form by the passengers for the flight check-in and China Customs procedures, except otherwise required by the competent departments of the Chinese Government as individual cases.
