President Hu Jintao Leaves for New Delhi to Attend the Fourth BRICS Summit

On March 28, 2012, Chinese President Hu Jintao left Seoul for New Delhi after attending the Seoul Nuclear Security Summit. In New Delhi, Hu will attend the fourth summit of BRICS, which groups Brazil, Russia, India, China and South Africa.

At the Nuclear Security Summit, Hu delivered an important speech with the title of Deepening Cooperation to Improve Nuclear Security, elaborating on China's propositions, efforts made and important measures taken in the field of nuclear security.

In his speech, Hu said that countries have made positive progress in nuclear security since the first nuclear security summit in 2010. However, the nuclear security situation remains severe. China has attached great importance to building nuclear security capacity, earnestly honored its international nuclear security obligations, engaged in extensive international nuclear security cooperation, and worked hard to ensure nuclear security during major public events, Hu said. He said that China has actively provided nuclear security and nuclear energy security assistance to other countries.

He stressed that only by working together can countries realize the goal of universal nuclear security. He raised the following proposals. First, follow a scientific and sensible approach to nuclear security and boost confidence in the development of nuclear energy. Second, strengthen nuclear security capacity building and live up to national responsibility for ensuring nuclear security. Third, deepen international exchanges and cooperation and improve nuclear security around the world. Fourth, take a comprehensive approach and address both the symptoms and root causes of nuclear proliferation and nuclear terrorism.

It is the shared goal of the international community to see nuclear energy used solely for peaceful purposes, said Hu. "To this end, China will continue to work for the complete prohibition and thorough destruction of nuclear weapons, keep to the policy of no-first-use of nuclear weapons, remain committed to the international nuclear non-proliferation efforts and support the right of countries to the peaceful use of nuclear energy," he said. China is ready to make its due contributions to building a harmonious world with lasting peace and common prosperity.

On the sidelines of the summit, the Chinese president met ROK President Lee Myung-bak, U.S. President Barack Obama, and South African President Jacob Zuma.

The Seoul Nuclear Security Summit is the follow-up conference of the 2010 Washington Nuclear Security Summit. With the theme of strengthening the security of nuclear materials and facilities, the Seoul Summit comprehensively reviewed the progress made by the international community in nuclear security since the Washington Summit and focused on discussing how to strengthen the national measures and international cooperation on nuclear security.

The fourth BRICS Summit will be held in New Delhi from March 28 to 29. Leaders of China, Brazil, Russia, India and South Africa will exchange in-depth views on global governance, sustainable development, cooperation among BRICS countries and other issues.

After the summit, Hu will also pay a state visit to Cambodia.
