Foreign Ministry Holds Briefing on the Third Meeting of Leaders of BRICS Countries for Chinese and Foreign Media

On April 2, 2011, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media. Assistant Foreign Minister Wu Hailong introduced the third meeting of leaders of BRICS countries to be held in China.

Wu said that China will host the meeting in Sanya, Hainan on April 14. President Hu Jintao will chair the meeting to which leaders of Brazil, Russia, India and South Africa are invited. South African leaders will participate in the meeting for the first time. As an important international event to be hosted by China this year, the meeting sets the theme of looking into the future and sharing prosperity and will discuss the topics of international situation, international financial and economic issues, development issues and cooperation among BRICS countries. Major activities during the meeting include small-scale talks, large-scale talks, joint press conference of leaders of all the five countries and welcome luncheon hosted by President Hu Jintao.

Wu said that President Hu during the meeting will deliver an important speech in which he will completely elaborate China's views and propositions on the current international situation and major regional and international issues, describe the future of BRICS cooperation and introduce China's development. Hu will also hold bilateral meetings with other participating leaders to share views on the bilateral relations and the regional and international issues of common concern. An outcome document will be released at the end of the meeting to mainly reflect the consensus reached by all the parties on different topics. At present, relevant parties are communicating and consulting on the text of the document.

Wu pointed out that the BRICS cooperation mechanism complies with the progress of international situation and is a logic result of the rise of emerging countries, the objective need and natural choice of BRICS countries themselves. The territory of the five countries together makes up nearly 30% and population 42% of world total. Their aggregate GDP was 18% and trade volume 15% of world total in 2010. They are playing an increasingly important role in the world economy. Their trade volume is growing on an annual basis. From 2001 to 2010, they witnessed 28% of annual growth rate of trade and achieved a total trade volume of US$230 billion.

He stressed that to strengthen cooperation and handle global challenges together among BRICS countries serves the common interest of their own and the international community at large and will play an active and constructive role of promoting world peace and development. Cooperation among BRICS countries will bring opportunities in the world and create a bridge of communications and exchanges between the developed and the developing countries. Such cooperation is open, transparent and inclusive and will always follow the principle of being solid and win-win.

He noted that the third meeting in Sanya will send the signal of "confidence, solidarity, cooperation and win-win" to the international community. He believes that the meeting can become a major milestone in the process of cooperation among BRICS countries with the joint efforts of all parties concerned.

While answering questions of Chinese and foreign correspondents, he mentioned that China hopes the meeting will achieve positive results in the following four aspects: first, to gather consensus on coping with global challenges and make contributions to solving global problems; second, to step up coordination and collaboration among BRICS countries in international affairs, reinforce coordination and work closely with each other on the issues of international monetary system reform, bulk commodity prices fluctuations, climate change and sustainable development and accelerate the improvement of global governance; third, to further deepen and expand BRICS pragmatic cooperation in all fields; fourth, to further strengthen the bilateral relations between BRICS countries. The results can be summarized as "gathering consensus, strengthening coordination and deepening cooperation".

At inquiry, he also introduced the pragmatic cooperation among BRICS countries. The cooperation is being deepened and expanded continuously and has established a multi-level pattern. BRICS leaders have been holding the meeting for three years in a row to exchange views and coordinate position on major international issues. They have set up the meeting mechanisms of senior representatives of security affairs and of foreign ministers in UN General Assembly as well as the informal meeting mechanism of permanent envoys to multilateral organizations and kept close communications on international issues. They established the meeting mechanism of financial ministers and central bank governors within the framework of G20. They also enjoy fruitful and efficient cooperation in the fields of finance, think-tank, business, statistics and agriculture and actively explore the potential of cooperation in such areas of public health, science and technology, trade and economy and sister cities. All of those efforts have brought about tangible benefits to their people.

Wu also answered questions concerning the system construction of BRICS countries, Japan's earthquake and tsunami disasters, situations in the Middle East and North Africa and prices fluctuations of bulk commodities. Nearly 100 Chinese and foreign correspondents attended the briefing.
