On June 28, 2013, Premier of the State Council Li Keqiang met at Diaoyutai State Guesthouse with National Security Adviser Shivshankar Menon of India, who is visiting China for the 16th Special Representatives' Meeting for the China-India Boundary Question.

Li Keqiang said, China-India relationship is one of the most important bilateral relationships in the 21st century, as well as one of the most vigorous bilateral relationships with the greatest potential. I chose India as the first stop of my first visit abroad after taking office as Premier and reached strategic consensus with Indian leaders on deepening bilateral practical cooperation and pushing forward Asian economic integration. China and India provide each other with important opportunities for development and both countries need a peaceful and stable surrounding environment. China-India cooperation can only move ahead. It should not and will not come to a halt. We are ready to work with the Indian side to promote cooperation on an economic corridor among Bangladesh, China, India and Myanmar, industrial parks, regional trade arrangements and railways for positive progress, to achieve the linkage of the Chinese and Indian markets, to foster new highlights of Asian cooperation and to build up a new engine for the world economy.

Li Keqiang expressed that China and India, as strategic partners and friends, can be frank and open to each other with regard to issues between the two sides. Both have enough wisdom to resolve the differences. Both sides should view and manage the boundary question from a strategic and overall perspective, should strengthen communication to narrow the differences and work together to safeguard peace and tranquility along the border, to avoid its impact to the overall development of bilateral relations. Hope the Special Representatives on the boundary question of both sides could cooperate closely, do more work for the guidance for and acceleration of boundary negotiations and promotion of bilateral relations.

Menon delivered a letter from Prime Minister Manmohan Singh to Li Keqiang. Menon said that Premier Li Keqiang’s recent visit to India is of milestone significance, bringing new historical opportunities to cooperation between the two countries. India is willing to work with China to maintain high-level exchanges, to strengthen strategic communication, to expand and deepen cooperation in all fields and to properly manage the boundary question through friendly consultations in a bid to push bilateral relations for greater development.

State Councilor Yang Jiechi was present at the meeting.
