Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and IgM Anti–Body Tests Results

In order to reduce cross-border transmission of Covid-19, starting from 0:00 IST on November 7, 2020, all Chinese and foreign passengers bound for China will be required to take nucleic acid and IgM anti-body tests and apply for a green health code with the "HS" mark or a certified health declaration form before boarding the flight. The specific requirements are as follows:

I. Test Requirements

1. All passengers taking the charter flights or special flights from India to China arranged by the government of China or India, are required to take double nucleic acid tests and one IgM anti-body test of Covid-19, in the labs authorized by the Indian Council of Medical Research (hereinafter referred to as ICMR) , with the samples of the first nucleic acid test collected within 72 hours (3 days) before boarding, and the samples of the second nucleic acid test and the IgM anti-body test collected within 36 hours before boarding.

For passengers of the Indian charter flights or special flights, the certificates of negative results of the three said tests along with the personally signed Health Declaration Form shall be sent through the Ministry of External Affairs of the Republic of India to the Chinese Embassy in India for verification and stamping at least 24 hours before boarding.

For passengers of the Chinese charter flights or special flights, the certificates of negative results of the three said tests along with the personally signed Health Declaration Form shall be sent through their respective companies, organizations or directly through e-mail, to the Chinese Embassy/Consulates in India for verification and stamping at least 24 hours before boarding.

2. Passengers from India to China via connecting flights shall take one nucleic acid test and one IgM anti-body test of Covid-19 in the ICMR-authorised labs of India within 48 hours before boarding their flight to the transit country, and then take both tests again in the transit country within 48 hours before boarding the plane to China. Passengers shall apply at the Chinese Embassy/Consulates in BOTH countries for green health codes with the "HS" mark or certified Health Declaration Forms with certificates of negative results of both tests.

II. Chinese Passengers Applying for Green Health Code with the "HS" Mark

Chinese passengers shall upload to the WeChat Health Code app the pictures of their negative nucleic acid and IgM anti-body tests results, which will be examined and verified by the Chinese Embassy/Consulates in India. Then they will receive the green health code with the "HS" mark. Passengers shall present the green code within its validity period to the airlines flying directly to China before boarding.

III. Foreign Passengers Applying for Certified Health Declaration Form

Foreign passengers from India shall email the scanned copies of their negative nucleic acid and IgM anti-body tests results along with their passport information page as well as the flight booking itinerary and the signed Health Declaration Form (please see the Appendix) to the e-mail box of the nearest Chinese Embassy/Consulates according to the location of the lab. The Chinese Embassy/Consulates will then examine and verify the above information and email the stamped certified Health Declaration Form back to the passenger.

To speed up the process, please use "HS+Passenger name+Date of Departure(YYYY/MM/DD)+Cell Phone Number" as subject line of your email, e.g. "HS+Amit Kumar+20200914+91-12345 67890".

Foreign passengers are required to print the stamped certified Health Declaration Form out and bring it along with the test reports and other necessary travel documents to the airport. They shall present the form within its validity period to the airlines flying directly to China before boarding and cooperate with airlines for further checking. Please be noted that passengers with expired Health Declaration Forms won't be allowed to board and are required to conduct new nucleic acid and IgM anti-body tests as well as applying for new Health Declaration Forms.

IV. Reminder:

1. Please read the above requirements carefully and follow them accordingly. Failure to obtain a certified Health Declaration Form with negative nucleic acid and IgM anti-body test results means you do not qualify for boarding the flight to China and will have to change your itinerary.

2. If you must go to China via connecting flights, please check the transit countrys entry regulations and its nucleic acid and IgM anti-body tests requirements beforehand. Failure to enter the transit country or meet the requirements regarding the tests, the certified Health Declaration Form could result in the passenger being stranded and heightening infection risks.

3. Please be noted that it shall take at least 1 working day for verification. In case of weekends and public holidays, an appointment shall be made through the above mentioned e-mail boxes along with flight booking itinerary during working days before 17:00. Please make sure that the appointment is confirmed with a reply to the e-mail.

4. All passengers shall abide by related laws and regulations and provide genuine and effective nucleic acid and IgM anti-body tests reports. Those who provide fake certificates shall be held responsible for legal liabilities accordingly.

5. This Notice will take effect at 0:00 IST on November 7, 2020. Applications submitted before that will be reviewed according to the requirements of the Notice on September 6. In case of any inconsistency between this Notice and the previous ones on health code, nucleic acid tests or other requirements, this Notice shall prevail.
